How can you reset the information if you can not contact the previous owner?

You can't. There is nothing that you can do about it. Apple can not help you either. If you can't contact the previous owner, your iPad is useless to you.
When the previous owner can not be contacted, that always makes me suspicious that the device may have been stolen.
